Dear Homeowner,

The Rules and Regulations (R&Rs) are an integral part of living in the Rainbow Glen community. The purpose of the R&Rs is to provide an easy reference to common issues related to the collective enjoyment and responsibilities of each resident.

The Board of Directors has decided it would be beneficial for all homeowners to have a current copy of the R&Rs which has been enclosed along with this letter. If you are a owner and have renters occupying the home, please ensure your tenants receive a copy.

While R&Rs may be changed or added to at any time by the Board, our goal is to keep residents informed and up to date.  At this time, the Board is addressing concerns voiced by homeowners regarding the parking situation in our community.  Upon resolution, homeowner’s will be notified.

Take a moment to read through the R&Rs; we think you’ll find that they are an important part of the Rainbow Glen experience. By following these rules you help make the community a wonderful and beautiful place to live. Additionally, this helps preserve property values. As always, we welcome residents to attend monthly homeowner association meetings to provide suggestions and become actively involved in the community.

Parking:

No parking is permitted in any of the red zones. Green zones are for mail pickup and are limited to three (3) minute parking only.

A Rainbow Glen vehicle identification decal must be permanently affixed to the inside of the windshield on the lower corner of the driver’s side for each vehicle owned, driven, or regularly used by a resident. Vehicles without a Rainbow Glen decal parked on the street after 12:00am will be towed at the owner’s expense.  Please contact the Property Management Company to request parking decals. Refer to the Fee Section for pricing.

All homeowners should park in their garage or driveway.  Cars parked on the driveway cannot block the sidewalk or hang out onto the street. Only after residents have parked vehicles in the garage and/or on the driveway, should they park on the street.

Commercial vehicles are not permitted to park on the street overnight for any reason. Commercial vehicles used for commercial purposes will be allowed to park in the community but must be parked in the homeowner’s garage. If the vehicle is too high or long for the garage, the homeowner must request a letter from the board to park the vehicle in his or her driveway. The vehicle must fit in the driveway without hindering or obstructing the sidewalk. If you need to request a letter, please contact the Property Management Company.

Note: Commercial vehicles shall not include sedans or standard sized vans or pickup trucks which are used both for personal and business use, provided that any signs or markings on the vehicle shall be unobtrusive or inoffensive as determined by the Board

Two (2) guest parking passes will be issued to each residence allowing visitors to park on the street.  Guest vehicles must display the parking pass which is designed to hang from the rear view mirror.  Violators will be towed at the owner’s expense.  Homeowners requiring replacement parking passes or additional guest parking for special occasions should contact the Property Management Company.  Refer to the Fee Section for pricing.

Vehicles can only be parked in the same place on the street for up to 72 hours. Violators will be towed at owner’s expense. This is in accordance with the CC&Rs.

Vehicles in inoperable condition shall not be parked on association premises at any time, or upon any area within the homeowner’s property, other than temporarily (which means not more than four (4) hours) unless placed or maintained within an enclosed garage.  Any inoperable vehicle remaining longer than four (4) hours outside an enclosed garage will be subject to tow at the owner’s expense.

Well maintained regulation car covers are permitted to protect working vehicles as long as the vehicle is parked on the homeowner’s driveway and is frequently used (which means the cover cannot be on for more than forty eight (48) hours and the vehicle must be driven regularly).

Recreational vehicles and trailers may be parked on association premises for up to twenty four (24) hours to allow for preparation before departure and after return.  Trailers not hitched to a tow vehicle must have a board placed underneath the hitch to prevent damage to the street as well as blocks placed behind the wheels to prevent rolling.

Street cleaning is on the first and third Thursday of each month. No parking on the street will be allowed during the hours of 8:00am to 12:00pm regardless of when the street has been swept. Violators will be towed at the owner’s expense.

Pets:

No animals of any kind can be raised, bred or kept by any homeowner except two (2) usual and ordinary household pets such as dogs or cats. Notwithstanding the foregoing, no pets may be kept on the property which result in an annoyance or are obnoxious to other owners.

Homeowners must keep their pets on a leash at all times when in the common areas. Each person walking their pet is responsible to pickup after their pet. Homeowners are responsible for any and all damage caused by their pets, or the pets of their tenants. It is also the homeowner’s responsibility to prevent barking dogs from becoming a nuisance to their neighbors.

Garbage & Recycling Disposal Containers:

All disposal containers must be put away behind gates or side yard fences, no later than 24 hours after standard garbage pickup. All disposal containers must be stored out of sight.

Garage Doors:

Homeowners must keep their garage doors closed during nighttime, or when not at home. This is for the safety of your home and family.

Items stored in the garage must not be visible from the street through the windows.

All garage doors must meet the approved style and color choice designated by the Rainbow Glen Homeowners Association.  Doors must be steel short panel design in white, with or without decorative windows. There are five (5) approved window styles shown below.
